Website Purpose: Has different templates for documents, forms, and other things.
Design Rating: 9, Design is straight forward and simple.
Usability Rating: 8, It can be a little confusing if you don't know specifically what you're looking for. Other than that it is easy to navigate and use the templates provided.
Validation and Errors/Warnings: I could not get the link I provided above to validate, nor a few other pages I tried with different templates. This was the error I received

Does the site meet its purpose? I feel it meets it's purpose if you looking for templates for making documents. Plenty of options provided and if you use google software a lot I think you probably have already been here.
